DHA exam exemption: who may not need to sit the exam, and what an exemption does not cover

Short answer: DHA’s PQR lists exam equivalencies by title and by country, so some applicants do not need the DHA computer-based test. Passing EMREE is listed for General Practitioners. An exemption covers the exam only: you still need verification, good standing and the other licensing steps, and DHA decides whether your proof is accepted.

Can you be exempt from the DHA exam?

Sometimes. DHA’s Unified Healthcare Professional Qualification Requirements, shortened to PQR, include tables that list which other exams or qualifications DHA treats as equal to its own assessment for a given title. If your title and your exam appear in those tables, you may not have to sit the DHA computer-based test.

The tables name particular countries and exams. They are not a general list of “doctors from this country do not need the exam”, and nobody can read your result from a forum post. Meddex is independent and is not connected to the Dubai Health Authority (DHA) or Prometric.

Key facts and where they come from

Each is official, with the document and date.

  • The PQR has exam equivalency tables by title, in the later pages of the April 2025 document (about pages 130 to 149 in the copy we read). Source: PQR, read 15 and 16 October 2026.
  • For General Practitioner, passing EMREE is listed as an equivalency. Source: PQR equivalency table, page 133 in the copy we read, read 16 October 2026.
  • India is not named in the equivalency tables for nurses, physicians or dentists. We searched the whole PDF: India appears only in the specialty certificate tables and a reference list. Source: PQR, read 16 October 2026.
  • The scope of an exemption is limited to the exam. Source: PQR and Licensing Manual 6.4, read 15 October 2026.
  • Proof of an exemption is one of the documents that DHA’s verification agency checks. Source: Licensing Manual 6.4, read 15 October 2026.

Does passing EMREE exempt you from the DHA exam?

For one title, yes, according to the PQR table: General Practitioner. EMREE is the residency entrance exam run through UAE University, and the PQR lists passing it as an equivalency for that title. That does not mean EMREE replaces the DHA exam for every doctor, and it does not apply to specialist titles unless their own rows say so.

The two exams do different jobs, which is why most doctors need to understand both. The EMREE versus DHA comparison sets them side by side, and DHA licence for Indian doctors looks at the choice from an Indian-trained doctor’s point of view.

What an exemption does not cover

An exemption covers the exam only. You still need a Sheryan account, a positive primary source verification, a certificate of good standing that is recent enough, and a title that matches your qualification. The good standing certificate guide and the eligibility guide explain two of those.

Gap of practice rules can still apply. A long break may need continuing education, and the exam rules in the career break guide are worth reading before you assume you are exempt.

How to find out whether you qualify

Go to the PQR table for your title and read the equivalency list line by line. Look for your country and the exact name of your exam or certificate, as printed. If it is not there, a qualification that is not listed can be reviewed by DHA’s PQR committee, which may pick the closest title, according to the Sheryan FAQ. Raise it through your Sheryan account and keep the answer in writing.

What should you ask DHA if you think you are exempt?

Write to DHA through your Sheryan account, not through a third party, and be specific. Name your title and the exact name of the exam or certificate you hold, with the issuing country and year. Ask three things: whether it appears in the equivalency table for your title, what proof DHA wants, and whether the exemption changes anything other than the exam. Keep the reply. It is what protects you if a colleague or an agent tells you something different.

Be wary of any service that offers to arrange an exemption for a fee. The equivalency tables are public and DHA decides each case, so an intermediary cannot change the outcome. Our guide to common DHA application mistakes lists other traps.
